Does anyone know if a fiery axe would be classed as a fire weapon as far as conjure flame is concerned?

As long as the damage listed on your weapon is Fire damage, Conjure Flame will work. However, you can also use a skill like Kindle or Ignite Arrows which changes your damage into Fire damage so that Conjure Flame will still work.
