GW needs something that will use Experience after level20 so here's my idea:
Add the experience to new Elite skills, so that they would go up in levels and you could choose what to make better in the skill, for example:
Fireball level 2 needs, say 500k exp to get and must be first captured from Boss. after it goes up a level you could choose to make it do more damage, cast faster, cost less, recharge faster and so on.
Making it do more damage could also make it cost more to cast to keep the game balance better.
This would in my opinion add much to the interest playing PvE. And the characters would no longer be copies of each other.
also they should make the game more difficult and not make it easier for PvP characters all the time IMHO.
