Help please

I have a fairly noob question here.

Basically I have found "Stalker Armour of fire magic" which has purple writing, says its a "salvage item", Armour:26 and "Improves Fire magic". Can someone tell me how I use this item and whether its any good?

you will need an expert salvage kit firstly to unlock the item and most likely its a 'minor rune of fire magic'.
