shield/weapon question

quick question,

i have a shield for the warrior with a armor rating of 11. it requires level 7 tatics. I dont have that level tatics. will i still get the benefit of the armor rating of 11 or am i going to get less?

Also, how does this work with weapons instead of shields?

any thing that you equip with less that the requirement you get less out of if. i have tested it out on weapons and focus items. focus items it is easiest to see the effects, you only get part of the energy the focus item would give you if you reached the full requirement.

Im currently a level 14 elementalist/monk. Currently located in beacons perch (i think).

im usually online about 8pm untlill about 10 or 11 pm weeknights. weekends vary.

If you don't have the requirments.. Its as good as the lowest possible AL of that type of shield. The same goes for weapons.
